Community Policing: Community policing is a policy and a strategy aimed at achieving more effective and efficient crime control, reduced fear of crime, improved quality of life, improved police services and police legitimacy, through a proactive reliance on community resources that seeks to change crime causing conditions. This assumes a need for greater accountability of police, greater public share in decision making, and greater concern for civil rights and liberties. Friedmann, Robert R. 1992. The Fernandina Police Department has been implementing a proactive, prevention oriented approach to policing in collaboration with the coalition since 2008. This strategy promotes a safer environment for our youth and community. Strategies include beach patrol, compliance buys, DUI saturation patrol, and increased patrol in specific locations and timeframes.
Compliance Buys: A compliance check is a tool to identify alcohol establishments that sell alcohol to underage youth. The practice of conducting compliance checks can be:
- Mandated by a local ordinance that outlines standards for conducting the checks, people or agencies responsible for conducting the compliance checks, and penalties for establishments, servers and sellers who illegally sell or serve alcohol to underage youth.
- Voluntarily implemented by law enforcement or licensing authorities.
Compliance buys for alcohol are performed monthly in Fernandina Beach for alcohol and underage tobacco sales.
Response to Intervention (RTI): RTI is an approach used to increase the opportunity for all students to meet academic achievement standards through early identification of students whose behavioral and/or academic need place them at risk. RTI team target struggling learners as early as possible and target resources and interventions to assist the students. Currently the coalition is sponsoring the RTI program at Fernandina Beach High School.
Information Dissemination: NACDAC participates in number of community events, health fairs, meetings, and organization activities. NACDAC continues to provide the most up-to-date information to the community related to health and welfare in addition to the latest research and literature about substance abuse.
Social Marketing: Social marketing is the planning and implementation of programs designed to bring about social change using concepts from commercial marketing. Currently NACDAC is participating in the marketing campaign "Be the Wall" which targets parents and encourages them to "be clear, be firm, be consistent" when talking to teens about alcohol.
Education: NACDAC seeks to assist the community with educational presentations, printed materials, parent drug kits, and supports programs within the Nassau County School system. The coalition has staff and volunteer coalition members who are educated in all areas of substance abuse, prevention, community mobilization, and wellness.
Youth Coalition: NACDAC is partnering with Fernandina Beach High School and Yulee High School to develop a coalition of youth who are trained in the strategic prevention framework. These teens will be utilizing the problem solving skills to identify a community issue that concerns youth. They will be given funding to implement a strategy in the county associated with the identified social issue.
Retail Beverage Server Training: Responsible Beverage Service (RBS) programs main objectives are to develop and implement policies and procedures in retail establishments to prevent alcohol sales to minors and intoxicated persons and train managers, licensees and servers to use these policies effectively. NACDAC provides this training free of charge twice a year in collaboration with ABT and the City of Fernandina Beach Police Department.
